Tokyo, March 4, 1910. I ASKED Count Komura to-day whether the Japanese Government had yet come to any decision with reference to accepting the proposal of the American Government to take part in an international conference for the purpose of conventionalising the resolutions come to by the recent Opium Commission at Shanghue.

His Excellency said that he was still awaiting the reply of the Minister of the Interior, to whom he had referred the matter. Speaking for himself, he said that, having been represented on the Shanghae Opium Commission, it would seem only logical for Japan to attend the further conference proposed by the American Government.

I am forwarding copy of this despatch to His Majesty's Minister at Peking.
